Someone can have a normal weight/bmi and yet still appear 'thicc' if her muscle/fat primarily accumulates in the hips, ba-hind, and thighs rather than in the stomach and arms. As you pointed out it's really denoting curves not weight. I'd wager there's likely a range to the hip to waist to bust ratio in which someone would appear curvy to an avg person, as long as that ratio is maintained the bmi itself has less importance.

Technically having some fat is actually healthy in comparison to not having any at all. An anorexic person has way more chance of death then that of someone who is overweight or obese. In fact a slender person isn't a skinny person nor fat but falls in the range of an average weight. Not everyone is overweight either is obese. You need a BMI over 30.0 to be considered obese. Also to note like the person stated below muscle also is actually heavier then fat. This however just means that average weight would be different but also technically overly muscular people also have higher chances for high blood pressure which also can lead to heart attacks. This in terms is due to hypertension. Your cells essentially don't relax. In terms it really just means an average to slightly above weight range or average BMI with a healthy life style is the way to go. Less worry of looking like a model or body builder and more doing average exercises like taking walks.

In terms however having thicker thighs does not make you overweight or obese. In terms what thicc is generally referenced to large thighs or large rear. Girls with bigger rears and thighs are not always overweight or fat but just goes on the trend of appeal or against the trend appeal that parts of their lower body are larger. In terms you can also get larger thighs through muscles by doing a lot of cardio exercise.
